Rubber and shoemaking industries are included in the national key VOCs reduction three-year action plan

On July 8, the Ministry of Industry and Information Technology and the Ministry of Finance jointly issued the "Notice on Issuing the Action Plan for Reducing Volatile Organic Compounds in Key Industries" (Ministry of Industry and Information Technology Joint Meeting [2016] No. 217), and 11 industries including the rubber industry and the shoemaking industry were included in the key industries for reducing volatile organic compounds (VOCs), and the main tasks of each industry were formulated.

According to China Rubber Network, the implementation period of the action plan is 2016-2018, and the overall ideas, main goals, main tasks and guarantee measures within two years are clarified. The overall idea of ​​the VOCs reduction action plan is to take technological progress as the main line, adhere to source reduction and process control as the focus, take into account the whole process prevention and control concept of terminal treatment, give full play to the main role of enterprises, strengthen policy support and guidance, promote enterprises to implement raw material substitution and clean production technology transformation, improve the level of clean production, and promote the green transformation and upgrading of the industry.

The main goal is to reduce the VOCs emissions of industrial industries by more than 3.3 million tons by 2018 compared with 2015, reduce the use of solvents and additives such as benzene, toluene, xylene, dimethylformamide (DMF) by more than 20%, and the proportion of low (no) VOCs green pesticide formulations, coatings, inks, adhesives and tire products reaches more than 40%.

In order to reduce the generation and emission of volatile substances (VOCs), improve air quality, and enhance the green level of manufacturing, the document clearly states that the main task of the rubber industry and the shoemaking industry is to implement process technology transformation projects. Specifically, the main task of the rubber industry is to develop and promote the use of new coupling agents, adhesives and other green products, promote the use of paraffin oil or other green oil products to fully replace ordinary aromatic oils, and promote the use of nitrogen vulcanization, tandem mixing, powder additive pre-dispersion treatment and other processes in the manufacturing process; the reclaimed rubber industry fully promotes the atmospheric pressure continuous desulfurization production process, completely eliminates dynamic desulfurization tanks, and uses green additives to replace coal tar and other toxic and harmful additives. The main task of the shoemaking industry is to promote the use of hot melt adhesive main heel caps, shaping cloth and other materials in upper processing; encourage the use of water-based adhesives instead of solvent-based adhesives in the upper and sole bonding process; research and develop the application of powder adhesives; limit the use of harmful solvents and additives.

The document also requires the above 11 industries to vigorously implement recycling and comprehensive treatment projects. Encourage enterprises to implement closed, continuous and automated production process technology transformation, establish a closed negative pressure exhaust gas collection system, and run it synchronously with the production process. Adopt closed operations and equip with efficient solvent recovery and exhaust gas degradation systems. According to the VOCs emission concentration and composition of different industries, select catalytic combustion, heat storage combustion, adsorption, biological method, condensation collection purification, electronic incineration, ozone oxidation deodorization, plasma treatment, photocatalysis and other targeted and effective treatment technologies to treat and dispose of VOCs-containing exhaust gas.
