  Appendix: Introduction to REACH Testing

On June 20, 2016, ECHA officially released the 15th batch of SVHC candidate list substances on its official website. The updated SVHC candidate list includes a total of 169 substances.

REACH 即 Regulation (EC) NO 1907/2006 of the European parliament and of the council of 18 December 2006 concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC,93/67/EEC, 93/105/EC ,2000/21/EC。

REACH is the abbreviation of EU regulations concerning the Registration, Evaluation, Authorization and Restriction of Chemicals. It is a chemical regulatory system established by the European Union and implemented on June 1, 2007.

This is a proposed regulation involving the safety of chemical production, trade and use. The regulation aims to protect human health and environmental safety, maintain and improve the competitiveness of the EU chemical industry, and the innovative ability to develop non-toxic and harmless compounds, prevent market fragmentation, increase transparency in the use of chemicals, promote non-animal testing, and pursue sustainable social development. The REACH directive requires that all chemicals imported and produced in Europe must go through a set of comprehensive procedures such as registration, evaluation, authorization and restriction to better and more simply identify the ingredients of chemicals to ensure environmental and human safety. The directive mainly includes several major items such as registration, evaluation, authorization and restriction. Any product must have a registration file that lists the chemical ingredients and explains how the manufacturer uses these chemical ingredients and toxicity assessment reports. All information will be entered into a database under construction, which will be managed by a new EU agency located in Helsinki, Finland, the European Chemicals Agency. The agency will evaluate each file, and if it is found that the chemical has an impact on human health or the environment, they may take more stringent measures. Based on the evaluation results of several factors, the chemical may be banned or require approval before use.

It is reported that unlike the RoHS directive, REACH covers a much wider range. In fact, it will affect products and manufacturing processes in almost all industries, from mining to textiles and clothing, light industry, and electromechanics. REACH requires manufacturers to register every chemical ingredient in their products, about 30,000 in total - and measure their potential harm to public health. REACH has established the concept that society should not introduce new materials, products or technologies if their potential harm is unknown.

Although the requirements of REACH regulations are extremely complex, the requirements for substances of very high concern (SVHC) have a greater impact on Chinese manufacturers or European importers. Substances that meet the requirements of Article 57 of REACH are generally considered to be substances of very high concern (SVHC). For such SVHC substances, if the following conditions are met, notification is required in accordance with the requirements of Article 7(2) of REACH: The substance has been included in the list of candidate substances that require permission for use (Annex XIV); The concentration of the substance in the article is greater than 0.1% (weight ratio W/W); The total amount of the substance in the articles manufactured or imported by each manufacturer or importer per year exceeds 1 ton; The substance has not been registered for this use. Once a substance is considered to meet the above conditions, it will be listed as a SVHC substance, so the SVHC substance list will be continuously updated.
